You can do it by applying a private data tag on only the file with more then 4 pages like this:

In my experience we have had very few to none issues with Enfocus Switch "grabbing files" that are currently beeing written by other software. Our settings in Preferences > Processing > Process files only after (seconds) is set to 5.

Acrobat Preflight is not showing the correct information, this should be posted in an Adobe forum, not Enfocus.

Maybe you have selected Inline value instead of Define single-line text with variables in Arguments?

If no success maybe you can use the app Run Command instead to see if that solves your issue?
