You don't need to apply it.
the rip will do that for you.
Obviously also don't apply it if the resulting PDF will be bigger than 200 x200 inches,

So firstly understand what Page Scaling or Userunits are. The PDF specification says the maximum size of a PDF can be 200 x 200 inches. If you want a PDF larger than that, then you need to use page scaling to achieve it. If you want a PDF smaller than that then you just need to enlarge the pages or ...

PitStop (and trim boxes) only work on PDF files.
So you need to convert the Tiff to PDF, and then modify the Trim Box with an Action List.
