I will add, "Scale to Value" for page scaling and "Use only visible" for selection scaling to the feature requests for development.

Select Stroke Color
Copy Objects to Clipboard
Select All
Paste Objects from Clipboard
Select last added
Assign to layer
Select objects in layer
Change stroke color

There is a logo in the upper left of the menu bar. Is that from Quite Imposing? Is it possible that it's clashing with something?

Greetings, This Action List requires a Trim box to be defined before running it. So, if your PDF has a trim and you need to make the Bleed, Crop, and Media boxes 0.5 inches larger than Trim, this will do it regardless of the original trim box size.
