Adobe Creative Cloud license for Switch

Hello together,
one question (to the enfocus employees): which kind of license for Adobe applications do I need to install on a machine with Enfocus Switch and the configurator module to start tasks from Switch.
We have a Switch installation with configurator module and make some tasks in Photoshop (like image conversion). It's a normal Adobe CC installation. Now I have read that it is not allowed to use Photoshop hotfolder-driven on a server. The adobe staff member is talking about a "programmatic license" for Photoshop. Actually there is server version for Photoshop available.

"Please note that your EULA does not allow you to use Photoshop (or InDesign or Illustrator or Acrobat or...) on a machine that allows more than one user access to the program. That is to say, you can't write scripts for Photoshop and trigger those scripts from a hot folder if more than one user can have access to the hot folder."

Switch offers such a hotfolder based solution for more than one user. I have searched through the enfocus FAQs but didn't find anything.
