Hold job for a specific time

I'm trying to get the "hold job" element to do the following.

On a inputfolder there are en undefined number of files (all pdf) each 15 minutes, 1 pdf file need to be released to the next folder which will pick-up the file and start a workflow.
No more then 1 fles each 15 minutes can pass.

For some reason (and for each setting I try) all the files are released at the set time.

The outgoing connection of the "hold job" has an option "Space jobs apart" which you can set to 15 min.

I've mist that!
So now I have in the hold jobs element 1 minute delay (for the sake of testing) and in de Space job apart 1 minute

The Workflow as successfully validated and activated but the files do not run from one folder to the other.

Restarted switch and the flow was up-and-running.
