Action won't remove certain page

I created an action that does the following:

Select Page R2
Remove Pages
Select Every 2 Pages Starting from Page 2 to R2
Remove Pages

I receive an error message that says it can't remove page R2 (from the first 2 actions).

If I run:

Select Page R2
Remove Pages

And THEN run:

Select Every 2 Pages Starting from Page 2 to R2
Remove Pages

it works as expected.

This is because the Action does not update between the stages of the single Action List.
But if you run them as two separate Actions it does.

Can you explain what you are trying to do, maybe there is a way to do it in one Action?
