Pitstop tools inactive on 2nd PDF

What is the deal with Pitstop tools not working when I have more than one PDF open? Is that by design or is it my computer? I've never had this problem in the past with older versions. I am running Windows 10, Acrobat Pro DC and Pitstop 2019. Is this a bug or a preference somewhere? It is very annoying when I have to switch between 2 open PDFs but the tools are only available on one of the PDFs (not both). To recover, I have to close the PDFs and open back up, but eventually, the tools become inactive on one of the PDFs. Any help will greatly be appreciated.
