Action to step and repeat object

I would like to create a ruler with tic/hash marks that aligns with the left edge and bottom edge of a graphic based on the scale at which it is placed. Is there an action that will step and repeat an object a variable number of times or would I be better off scripting this scaled ruler?

Take a look at the 'Add Copied Graphic' Action.
You will use that to add your Tic/Hash and there are options to distribute and add multiple copies.
