I am currently trying to create page breaks for a document that contains multiple records of forms but each instance has varying amounts of pages.
Instance 1 could have 3 pages, instances 2 could have 8 pages, etc. Only the first page of each instance has an image that I am using as the unique identifier to create the page breaks, but the goal is to have it on the final page of each instance.
Is it possible to move the object (page break) onto a previous page?

You need to Action Lists and the copy and paste Actions for this, but you need to paste backwards.
So you need to use the 'split action list' that was only made available in recent versions.
So for instance to copy from page 3 to page 2.
Select page 3
Select image (or whatever you need to move)
Copy (and define a clipboard)
Split Action list
Select page 2
Paste (from clipboard)
that should do it.
There is an example in the standard action lists that might be useful for you (below)

This is a problem though, I need to be able to have an action that always selects "previous page" not specifically first, last, all, etc.
Is there nothing to facilitate this?

When attempting what is shown in the example action, it collects all of the objects and pastes all of them on page 1.

Ok. two issues.
First one. It's selecting all the objects as there is a 'Select all'. You need to find a selection or selections that will will do what you want.
There are a lot of different selections available and you can combine them.
Second one. previous page.
Not sure what you mean by previous, but there are also various ways to select the page you want to paste the object(s) to.
'Select page if content is selected' might be a useful one.
