Does anyone know how to set page boxes using Pitstop for a image? Most files from Photoshop only have a trim box. I have a client that is consistent and puts .125in bleed in the file but that not recognized because it is a TIFF.

PitStop (and trim boxes) only work on PDF files.
So you need to convert the Tiff to PDF, and then modify the Trim Box with an Action List.
Change Trim Box is the one you want.

I am converting a tiff to pdf using the photoshop module. Correct me if I am wrong, there is a pitstop server action to set the trim box?

Yep
'Change Trim Box' is the one you want.
Select all
Change Trim Box
Configure to suit.
You can also use it multiple times. For instance, first one to set it based om Media Box, second one to adjust the offset
