I can not find where to setup measurement units to millimiters in Regular report PageBoxes chapter. They are shown only in pt, global settings in PitStop Server application do not help and there are no such options in regular report template.

Are you using Switch? If so, set the measurement units in the PitStop Server element on your Switch flow.

Unfortunately no, I am using PitStop Server 12.

In PitStop Server the measurement units can be set only in the global preferences. If you've changed it there and it doesn't work, you should probably contact Enfocus support through the support portal: http://supportportal.enfocus.com
