Probably a dumb question/simple answer that I'm just not seeing, but can/how do you import as layers to all pages of a document?

Acrobat will allow you to import a layer.
Any layers are global and apply to all pages.

Where is that option? When I go to ‘import as layer...’ I can only specify one page at a time.

That's the only one I know of.
I'll write up a feature request for PitStop.
