I have a pdf document (ready for print) with an ink coverage to high. It is the pictures in the pdf that has to high ink coverage. Is it possible to somehow resample the pdf document to max 300 percent ink coverage?

You need to use one of the Devicelink Profiles to reduce Ink Coverage.
Look in the Standard Action Lists > Devicelink Profiles > Reduce
