I have read several post involving postscript conversion. Current work flow has photoshop converting the EPS file to a flattened image. Please recommend a PDF conversion in workflow without flattening the image.

Do you have Distiller og Illustrator installed?
Both can convert/save eps as PDF.

No we do not and I am seeing some documentation that Distiller is not permitted to run on servers.
