Swtich 2023 Fall Photoshop Traditional Chinese File Name error

Hello All,
Recently upgraded to Swtich 2023 Fall
There is a problem that the file name in photoshop does not work
I put the process and test files on Google Cloud, as follows

In order to clarify the problem, I compared illistrator and indesign
Both Chinese and English file names are fine
Only the file name of Traditional Chinese in Photoshop does not work
