Flow to automate creation gif image

Hi all,
Do you think there's a way to made a flow that create a gif file from images in a submit folder ?
And convert the gif to a video file .mp4 ?

Do you need both the gif and mp4 file?
Which platform (Windows/macOS) are you running Switch on?
