Actions by default are like one-way streets, moving from the beginning of the document to the end. You need to add a Split Action List (under General) step after your Cut objects step to enable the action to perform any operations on the first page.

I'm running 25.11 on OS 26.0.1. I have had to manually fix some folder permissions to save local Action Lists, but otherwise I haven't had any problems.

In my testing, QI does not remove the crop marks per se, but rather clips all art to the bleed box.

So, if your marks are fully outside the bleed box, they will not be visible. If you enlarge your bleed box enough, all printer's marks will be retained, other than in your gutters.
