Scale PDF

This is probably a really easy one and I'm over thinking it. I want to take any size pdf and scale it down so I have a .25" blank border on all sides. Is there an action for this. I can do individual size but I want to scale any size from the center out. I know it's a math thing but I just can math it out correctly.

Figured it out. Had never noticed before how you can now scale adjust by value under the scale selection.
