Is there an action to set the Crop Box to be 0.5 inch larger than the Trim Box?

This Action List requires a Trim box to be defined before running it. So, if your PDF has a trim and you need to make the Bleed, Crop, and Media boxes 0.5 inches larger than Trim, this will do it regardless of the original trim box size. Make any edits that you need to it.
