I have some standard action lists that I use that seem to now have a red X on the icon and are unusable.
They are in my Favorites but some seem to have disappeared from the Standard Action list Items
Is there a reason for this?
Certain action lists have either been disabled or have disappeared

A red X means a broken link, most likely the file cannot be found anymore. As far as I know, no standard Action Lists have been removed. Can you search for them by name?

One or two of them can be found, but others that I use on a daily basis seem to be gone.
Not sure how that would have happened.
Is re-installing the only way to fix it?

If the files on disk are gone, then yes reinstalling or getting them from another source (backup, other install) is the only way to get them back.

Re: Certain action lists have either been disabled or have disappeared
I have occasionally had broken links during a crash/stall. Mentioning the missing links in my Favorites or Recents, the original Actions were always still there. All I needed to do was look for them, add to Favorites once again and use the them for Recents. Unfortunately I have created thousands of actions over the years. Folder sets depending on a particular publication (a couple hundred) and different size books ( at last count over 230 sizes) and specific fixes for each.
Also if you modified any of the standard actions it will save them elsewhere in the Local folder. Unfortunately you'll have to look for them again.
I back up my action folder every Friday just incase. I literally have over 300 folder sets.
Good luck.

You can try re-importing or recreating the action lists. If they were moved, you may also be able to locate the files and restore their original location, or update the path to the correct file.
