That's indeed the way it works for the "Add bleed". If objects are further away from the "detection zone", then no bleed is added. A solution is simply to increase this margin.

You need the Split Action List to start over from Page 1 so that added bookmarks can be taken into consideration.

2. Add pages - 1 page after selected pages
3. Split Action List
4. Select every Nth page (every 2 pages from page 1)
5. copy (pages)
6. Select every Nth page (every 2 pages from page 2)
7. paste
