You can try this. It's something I made for another customer. It replicates the 'Save as Optimized PDF' from Acrobat. There are some things you might want to configure like resolution and compression, and you want want to look at what it removes. It just depends on what you want to use the result for.

I can't think of any way you can do that with those versions of PitStop Server I am afraid. You can do it with PitStop 2020 as that is now Switch based, and you could then route the files after PDF processing based on their file size. Is it always the same type of input/output profile?
At the moment you have ISO Coated v2 as the input and output profile in the color management options.
Using a devicelink profile before converting to an image might also be worth a try to see the result.

If you just want to convert all the page content to an image you can also try the Action 'Replace page content by bitmap'

You can't convert them, as stated you need PitStop Server to automate Action Lists
